1. Mission Statement

The Los Santos Police Department (LSPD) is committed to maintaining order, enforcing the law, and providing professional and realistic law enforcement roleplay.

5. Duties & Responsibilities

Chief of Police

  • Oversees entire department
  • Final authority on policy decisions
  • Approves promotions and discipline

Command Staff

  • Manage divisions and operations
  • Enforce SOP compliance

Sergeants

  • Field supervision
  • Scene command until relieved
  • Conduct evaluations

Officers

  • Respond to calls
  • Conduct traffic enforcement
  • Maintain professional conduct

Cadets

  • Ride-along only
  • No solo patrol
  • Must remain under supervision

6. Patrol Operations

  • Officers must wear approved uniforms
  • Only approved department vehicles may be used
  • Solo patrol is permitted unless directed otherwise
  • Minimum one supervisor on duty is preferred
Officers Must Announce:
  • 10-8 (In Service)
  • 10-7 (Out of Service)
  • Traffic Stops
  • On Scene Status

7. Radio Communications

All radio traffic must remain professional, clear, and concise.

Example: “1A-12, 10-38, Strawberry Ave, one occupied.”
  • Use of 10-codes is encouraged
  • No yelling or arguing on main frequency
  • No unnecessary radio clutter

8. Use of Force Policy

Force may only be used when objectively reasonable.

Force Continuum

  • Officer Presence

  • Less-Lethal Force
  • Lethal Force
Deadly force is authorized only when there is an immediate threat of serious bodily harm or death.

9. Vehicle Operations

  • Code 1: Normal driving
  • Code 2: Lights only
  • Code 3: Lights and siren
Officers must drive with due regard for public safety at all times.

10. Traffic Stops

Procedure

  • Notify dispatch with location and vehicle description
  • Wait for backup if needed
  • Approach safely
  • Identify yourself and explain reason for stop
  • Obtain identification
  • Run records check
  • Issue warning, citation, or arrest
High-risk stops require felony stop procedures.

11. Pursuit Policy

  • Pursuits must be justified
  • Supervisor oversight is required
  • Primary unit maintains radio traffic
  • Secondary unit handles communications when necessary

Pursuit Termination

  • Risk outweighs necessity
  • Excessive danger to public
  • Supervisor orders termination

12. Arrest Procedures

  • Establish probable cause
  • Inform suspect they are under arrest
  • Read Miranda Rights when required
  • Search incident to arrest
  • Transport safely
  • Complete arrest report

13. Report Writing

Reports Must Include:

  • Date & Time
  • Location
  • Involved Parties
  • Detailed Narrative
  • Charges
  • Collected Evidence
Reports must be completed before end of shift unless approved otherwise by a supervisor.

14. Internal Affairs

Complaints against officers may be reviewed by:

  • Sergeant
  • Command Staff
  • Chief of Police

Possible Outcomes

  • Verbal Warning
  • Written Warning
  • Suspension
  • Demotion
  • Termination

15. Uniform & Appearance Standards

  • Clean and professional uniforms
  • Approved department equipment only
  • No unrealistic accessories
  • Maintain professional appearance and demeanor
Specialized units may have approved uniform variations.

16. Specialized Units

  • Traffic Enforcement Unit
  • K9 Unit
  • Detective Bureau
  • SWAT
  • Motor Unit
Members must meet activity and performance standards before joining specialized divisions.

17. Disciplinary Procedures

Progressive Discipline

  • Counseling
  • Verbal Warning
  • Written Warning
  • Suspension
  • Termination
High Command reserves the right to bypass disciplinary steps for serious violations.

Final Statement

All members of the Los Santos Police Department are expected to uphold this SOP and maintain the highest level of professionalism.

Failure to comply with department policy may result in disciplinary action.
