Standard Operating Procedures (SOP)

1. Mission Statement

The mission of the Blaine County Sheriff’s Office is to protect life and property, maintain peace and order, and provide professional law enforcement services to the residents and visitors of Blaine County. Deputies are expected to maintain professionalism, integrity, and fairness while enforcing laws and ensuring a safe environment for the county community.

2. Jurisdiction

  • Mount Chiliad area
  • Rural highways and county roads

BCSO deputies may assist other departments when requested or when incidents extend beyond county boundaries.

3. Rank Structure

  • Sheriff
  • Undersheriff
  • Captain
  • Lieutenant
  • Sergeant
  • Corporal
  • Senior Deputy
  • Deputy
  • Cadet

All deputies must follow the chain of command unless circumstances require immediate action.

4. Deputy Responsibilities

  • Responding to calls for service
  • Conducting traffic enforcement
  • Performing investigations
  • Making lawful arrests
  • Conducting patrols throughout the county
  • Assisting citizens in need

Deputies must remain professional at all times and follow department policies and procedures.

5. Patrol Operations

  • Monitoring county roads
  • Enforcing traffic laws
  • Responding to emergency calls
  • Conducting welfare checks
  • Monitoring high-crime rural areas
  • Assisting stranded motorists

Deputies should maintain a visible presence throughout the county to deter criminal activity.

6. Traffic Enforcement

  • Speeding
  • Reckless driving
  • Suspicious vehicles
  • Equipment violations
  • Driving under the influence

During traffic stops deputies must:

  • Notify dispatch of the stop location
  • Provide vehicle description when necessary
  • Maintain officer safety at all times

7. Pursuit Policy

  • Vehicle pursuits may be initiated when a suspect commits a felony, poses danger to the public, or attempts to flee from lawful detention.
  • Deputies must consider traffic conditions, public safety, and suspect behavior.
  • Supervisors may terminate pursuits if the risk becomes too high.

8. Use of Force

  • Officer presence
  • Verbal commands
  • Control techniques
  • Less-lethal options (Taser, baton)
  • Deadly force (only when immediate threat to life)

All uses of force must be documented.

9. SWAT Operations

  • Patrol deputies secure the perimeter
  • Tactical teams conduct entry and high-risk operations
  • A designated SWAT Commander controls the scene
  • BCSO SWAT personnel remain members of BCSO but may cooperate with other departmental SWAT units

10. Radio Communication

  • Unit identification
  • Location updates
  • Call status updates
  • Emergency notifications
  • Unnecessary radio traffic should be avoided during critical incidents

11. Cadet Program

  • May participate in ride-alongs
  • Assist deputies with basic duties
  • May not conduct solo patrol
  • May not engage in high-risk situations
  • Must complete training before promotion to Deputy

12. Discipline

  • Verbal counseling
  • Written warning
  • Suspension
  • Removal from the department
  • Serious violations may be escalated to command staff for review

13. Professional Conduct

  • Respect toward civilians and fellow officers
  • Professional behavior on radio and in person
  • Integrity in all situations
  • Abuse of authority, harassment, or misconduct will not be tolerated
